Job Description

Major Responsibilities
• Support the development of the desired HSSE culture in the owner and contractor teams to achieve Goal Zero.
• Ensure HSSE compliance within area of responsibility.
• For Commissioning Systems under their area of responsibility; provide assurance across all CSU elements of the project, including Inspection and Test Record (ITR) creation/allocation, development of the
commissioning and start-up procedures, and field execution.
• Support the CSU Emergency Response (ER) preparedness & readiness.
• Monitor and report the agreed CSU metrics to ensuring the performance of the contractor and that project requirements are met.
• Ensure that safety critical elements are identified, and performance standards captured in commissioning check sheets.
• Contribute to the CSU Alarm Management preparation & implementation to prevent alarm overload during commissioning execution.
• Support contractor in the development of the commissioning systems, sequence, and integrated schedule.
• Support contractor in the definition of key commissioning criteria, i.e. cleanliness, etc.
• Participate in the development of Commissioning and Test Procedures and ensure sufficient discipline review.
• Provide oversight on Preservation, Cleanliness and Tightness planning and execution.
• Participate in the execution of the CSU field activities.
• Coordinate Shell Technicians in the witnessing of tests, checks and activities being carried out by Contractor during construction, pre-commissioning, and commissioning.
• Participate in system walkdowns and punch listing as required.
• Support asset operations team during SURU planning and execution.
• Contribute to the development of the Start-Up and Ramp-Up (SURU) plans and procedures including identification of risks and development of what-if scenarios.
• Contribute to the development of the Project to Asset Transfer Plan and support the handover of the facilities to the future Asset owner.
• Capture project lessons learnt for the benefit of future Shell projects.

Qualifications:
Education: Degree or Diploma level qualification in Engineering or related discipline

Experience: 10 years’ experience in operations and commissioning and start-up positions in Oil & Gas projects, with proven experience in the relevant discipline.
Knowledge
• Skill of Commissioning & Start-up planning and execution and capable of overseeing embedment of Flawless Start-Up initiatives in projects.
• Experience will cover large scale Oil & Gas Facilities.
• Conversant with the principles and deployment of Technical Integrity and can manage the interface with engineering.
• Capable of monitoring and where necessary supporting and/or directing contractors in the CSU and Operations support areas of their scopes of work.
• Experience with implementation of the Flawless Delivery Process on a major project.
• The candidate shall be willing and able to work on technical details, have good theoretical knowledge combined with practical engineering and operations experience.
• Candidate must be conversant with all relevant International and Group Procedures and Standards.
• Demonstrable experience in quality related matters (i.e. Quality Assurance, Quality Control).

• Excellent interpersonal and leadership skills with good communications skills are essential
