Job Description
• Support the Commissioning Lead in the delivery of overall Commissioning scope for the project, acting as the deputy Commissioning Lead for day-to-day delivery when the Commissioning Lead is off duty.
• Influence the contractor to build the desired HSSE culture in both the owner and contractor teams to achieve Goal Zero.
• Manage HSSE within area of responsibility.
• Support the CSU Emergency Response (ER) preparedness & readiness.
• Provide assurance across all CSU elements of the project, including systemisation, Inspection and Test
Record (ITR) creation/allocation, WFS and schedule, and development of the commissioning and start-up procedures, and field execution.
• Support the management of the Construction/CSU interface to ensure the timely delivery of commissioning systems to the CSU team to enable optimised delivery of CSU scope.
• Support the Commissioning Lead to ensure contractor performance is managed and project requirements are met.
• Ensure that safety critical elements are identified, and performance standards captured in commissioning check sheets.
• Participate in the CSU Alarm Management preparation & implementation to prevent alarm overload during commissioning execution.
• Support the definition, planning, and delivery of Commissioning Systems.
• Review and develop the Commissioning and Test Procedures and ensure sufficient discipline review and quality, timely output.
• Participate and lead the execution of CSU field activities.
• With support of the Completions Lead, coordinate company oversight of system walkdowns and punch list management.
• Support the development of the Start-Up and Ramp-Up (SURU) plans and procedures (Start-Up Operational Playbook) including identification of risks, development of what-if scenarios and optimisation of GHG emissions.
• Contribute to the development of the Project to Asset Transfer Plan and support the handover of the facilities to the future Asset owner.
• Capture project lessons learnt for the benefit of future Shell projects
Qualifications:
Education: Degree or Diploma level qualification in Engineering or related discipline
Experience: 15 years’ experience in operations and commissioning and start-up positions in Oil & Gas projects, with proven experience in a leadership/managerial role.
Knowledge
• Demonstrable experience in quality related matters (i.e. Quality Assurance, Quality Control).
• Experience with implementation of the Flawless Delivery Process on a major project.
• The candidate shall be willing and able to work on technical details, have good theoretical knowledge combined with practical engineering and operations experience in the maintenance discipline.
• Candidate must be conversant with all relevant International and Group Procedures and Standards including IOGP practices and frameworks.
• Capable of monitoring and where necessary supporting and/or directing contractors in the CSU and Operations support areas of their scopes of work.
• Experience in Contract management.
• Mastery of Commissioning & Start-up planning and execution and capable of overseeing embedment of Flawless Start-Up initiatives in projects.
• Experience will cover large scale Oil & Gas Facilities and responsibilities in HSE and emergency response in these and/or other plant environments.
• Conversant with the principles and deployment of Technical Integrity and can manage the interface with engineering, technical safety, QA/QC and construction teams.
• Experience in HSSE management.
