Job Description
The Public Relations Manager at Duotech HR Consulting will be responsible for sourcing, bidding, and securing contracts, specifically from government procurement units. This role requires strategic planning, relationship building, and a deep understanding of the bidding process for government contracts. The ideal candidate will drive contract acquisition efforts to align with the company's growth objectives and establish Duotech HR Consulting as a trusted partner in HR and capacity-building solutions.
Core Responsibilities
Contract Sourcing: Identify and source potential contract opportunities from various government procurement units and agencies.
Bidding Process:
- Lead the preparation of proposals, bids, and tenders for government contracts.
- Ensure all submissions meet the technical, financial, and legal requirements specified by the procurement units.
- Develop and implement strategies to enhance the company's competitiveness in the bidding process.
Relationship Building:
- Establish and maintain strong relationships with key decision-makers in government procurement units.
- Network with stakeholders to keep abreast of upcoming opportunities and industry trends.
Market Research & Analysis:
- Conduct market research to identify opportunities for contract acquisition and understand competitors' positioning.
- Monitor the government procurement landscape to stay informed of changes in policies, regulations, and bidding processes.
Public Relations Strategy: Develop and implement public relations strategies to promote the company's expertise in HR consulting and capacity-building services.
Reporting & Analysis:
- Provide regular updates and reports to senior management on bidding progress, market trends, and contract performance.
- Analyze bid performance to identify areas for improvement in future tenders.
Compliance & Documentation: Ensure all documentation and communication related to the bidding process comply with government regulations and company standards.
Key Relationships
Internal: CEO/Managing Director, Business Development Team, Legal Team, Finance Department
External: Government Procurement Units, Regulatory Bodies, Strategic Partners, Vendors
Requirements
Education and Experience
- Bachelor's degree in Business Administration, Public Relations, Marketing, or a related field.
- Minimum of 5 years of experience in contract sourcing, bidding, and public relations, preferably within the government sector.
- Proven track record of successfully securing government contracts through effective bidding strategies.
Knowledge and Skills
- Strong knowledge of the government bidding process, procurement guidelines, and contract management.
- Excellent negotiation, communication, and interpersonal skills.
- Ability to develop strategic partnerships and maintain professional relationships with key stakeholders.
- Strong analytical and problem-solving skills, with the ability to handle complex bid requirements.
- Proficiency in proposal writing and preparing detailed bid documentation.
